National Program
The Local Technical Assistance Program (LTAP) of the Federal Highway Administration (FHWA) was originally created in 1981 as the Rural Technical Assistance Program (RTAP) to improve access to highway transportation related technology for local units of government. In 1993 RTAP was combined with the Urban Technical Assistance Program (UTAP) delivering LTAP services to all counties, townships, cities, towns, and other transportation providers.
Nationally, the program has grown to become an important and cost-effective vehicle for providing these services to the transportation community through a network of LTAP Centers with one located in each state and Puerto Rico and regional Centers serving American Indian tribal governments.
